Our group of 4 went to Bellingham on Monday May 23, 2016 to see if the “at par day” was worth it. Only 14 stores in Bellis Fair Mall were involved. I had heard about this from a neighbor but did not know about looking for a flag in a store window. We finally figured it out but were not impressed that such a large mall had so few participants in this effort. To add insult to injury when we did purchase something in Target, we were charged 40% exchange. I think the normal exchange at the moment is around 27%. I have my till receipt to prove this.
